Résumé

Cet article analyse le processus de mise en organisation et en technologie du projet politique de dématérialisation de l’administration à l’échelon d’un territoire localisé : le canton de Fribourg en Suisse. Il vise à ouvrir la boîte noire du dispositif cyberadministratif fribourgeois et à décrire le monde qui le conçoit et le produit, son instrumentation technique et son inscription dans le dispositif national, en focalisant les deux champs du chômage et de l’insertion professionnelle d’un côté, de l’aide et de l’insertion sociale de l’autre. Cet article met ainsi en évidence une série de processus de nature à compliquer ou à faire obstacle à l’accès aux droits et aux prestations par le numérique et à invisibiliser ou à minorer ce problème. Ce faisant, il rend compte du décalage important qui prévaut entre l’accès aux droits censé être favorisé par le dispositif et vanté par les discours d’accompagnement, d’un côté, et la complexité effective de l’instrumentation cyberadministrative et des enjeux de cette complexité pour les usagers, de l’autre.

This article analyses the process of implementing the political project of administrative dematerialization organisationally and technologically at the level of a local territory: the canton of Fribourg in Switzerland. It aims to reveal the covert inner workings of the Fribourg cyber-administrative system and to describe the social world that conceive and produce them. Thus, this contribution describes its actors and organisation, its technical instruments and its relationship with the national system, by focusing on the fields of unemployment and labour market integration on the one hand, and social welfare and integration on the other. This article highlights a set of processes that, due to the digital route, complicate or hinder access to rights and benefits and that obscure or belittle this problem. In so doing, this article reveals the significant gap that exists between the access to rights that is supposed to be facilitated by the system and praised by accompanying discourses and the actual complexity of the cyber-administrative world and related concerns for users.
